by APA Practice Organization Communications Staff

June 18, 2008—Following his April 9 testimony before the Senate Veterans' Affairs (VA) Committee on improving recruitment and retention of psychologists in the VA health care system, Randy Phelps, PhD, deputy executive director of the APA Practice Directorate, was invited to appear before the House.

On May 22, Dr. Phelps testified before the House Veterans' Affairs Health Subcommittee at its hearing entitled, "Human Resource Challenges Within the Veterans Health Administration." Dr. Phelps built on his earlier testimony before the Senate by addressing the issues of full clinical privileges for doctoral psychologists in the VA and enhancing access to care in rural areas through prescriptive authority.
